1. What Is the Solar Homes Program Victoria?

Australia's most active state solar incentive, running since 2018 and now with over 500,000 rebates and loans approved.

The Solar Homes Program is a Victorian Government initiative delivered by Solar Victoria — the state's dedicated solar authority under the Department of Energy, Environment and Climate Action. It is part of Victoria's $1.3 billion commitment to accelerating household clean-energy uptake.

The program subsidises the upfront cost of installing rooftop solar panels (PV), energy-efficient hot water systems, and previously, home batteries, through direct rebates applied to your installer's invoice. Optional interest-free loans double the benefit for solar PV installations.

📊 Program Scale (as at June 2026): More than 850,000 small-scale solar PV systems have been installed across Victoria under the program. Rooftop solar now supplies approximately 10% of Victoria's total electricity generation — and Victoria has added more than 45,000 household battery storage systems since the program began.

2. 🚨 Critical 2026 Changes — Act Before 30 June

The single most important update for 2026: the income eligibility threshold is being cut on 1 July 2026.

⚠️ Saved-but-not-submitted applications are NOT accepted.
Detail Current (until 30 June 2026) From 1 July 2026
Combined household income cap $210,000/yr $150,000/yr
Applies to Owner-occupiers, rental landlords, hot water rebate applicants
Rebate amounts Unchanged — no reduction in rebate dollar values
% of customers still eligible post-change 80%+ of prior applicants
Deadline for current rules 5:00 PM AEST, Monday 30 June 2026 — fully submitted, not just saved
Hot water rebates 2026–27 27,000 additional rebates released by Victorian Govt
Interest-free loan selection From 1 May 2026: must opt in at time of application Same rule continues
New electrification standard From 1 Jan 2027: all new homes must be all-electric
⚠️ Critical Submission Requirement: Simply saving your application in the Service Victoria portal is not sufficient. You must upload all required documents and click "Submit" before 5:00 PM on 30 June 2026. Applications that time out or remain in "saved" status will be assessed under the new $150,000 cap. If you miss the deadline, you can still apply — but only if your combined household income is under $150,000.
💡 Why the Change? Solar Victoria says the update ensures rebate funding is "targeted to Victorians who are most affected by cost-of-living pressures." More than half of all solar PV rebates issued to date have gone to households earning below $100,000 per year. The new $150,000 threshold better reflects this demographic reality while preserving the program's long-term financial sustainability.
🏭 Solstice Energy Exemption: Households impacted by the closure of Solstice Energy's compressed natural gas network are exempt from the income cap requirements. Call Solar Victoria on 1300 376 393 (Mon–Fri, 9am–5pm) for tailored assistance.

4. Full Eligibility Requirements

You must satisfy ALL criteria below. Check each item before starting your application.

✅ Solar PV Rebate — Eligibility Checklist

  • You are the owner-occupier of an existing property, or the owner of a home currently under construction where the system will be installed.
  • Combined household taxable income of all owners is less than $210,000/year (currently) — drops to $150,000/year from 1 July 2026.
  • The property value is under $3 million (for existing homes, or when construction is complete).
  • The property address has NOT previously received a solar PV rebate or solar battery rebate under this program.
  • The property address has NOT had a solar PV system installed in the last 10 years.
  • You use only an authorised Solar Victoria retailer and install only products on the eligible product list.
  • You apply for and receive pre-approval BEFORE installation — installing before approval means forfeiting the rebate.

✅ Hot Water Rebate — Additional / Different Requirements

  • You are the owner-occupier of the property (not available for properties under construction — apply once complete).
  • Same income criteria as the PV rebate — under $210k now, under $150k from 1 July 2026.
  • The property has not previously received a hot water rebate or solar battery rebate under this program.
  • The existing hot water system being replaced is at least 3 years old (from its date of purchase).
  • Emergency exception: If your hot water system breaks down or is unsafe, you may install first and prove eligibility immediately after.

❌ You Are NOT Eligible If…

  • Your combined household income exceeds $210,000 (or $150,000 after 1 July 2026) — unless you have a Solstice Energy exemption.
  • Your property is valued at $3 million or more.
  • Your property has previously received a solar PV, hot water, or battery rebate under the Solar Homes Program.
  • A solar PV system has been installed at your property address within the last 10 years.
  • You are a renter applying directly (only landlords/property owners can apply for rental property rebates).
  • You install your solar system BEFORE receiving eligibility confirmation and a QR code.

5. Step-by-Step Application Process

Follow these steps in order. Deviating — especially installing before eligibility approval — will disqualify you from the rebate.

  1. 1
    Research Your System

Read Solar Victoria's Solar Panel (PV) Buyers Guide. Decide on system size (most households choose 6.6 kW). Consider whether you want to pair with battery storage.

  2. 2
    Find an Authorised Solar Retailer

Only Solar Victoria-authorised retailers are eligible. Search the list at solar.vic.gov.au/find-authorised-retailer. Get at least 3 quotes to compare.

  3. 3
    Select an Eligible System

Choose products from Solar Victoria's approved product list. Your retailer will help identify qualifying panels, inverters, and components.

  4. 4
    Receive & Review Written Quote

Your retailer uploads the detailed quote directly into the Solar Victoria portal. You receive an email confirmation when it's ready for review.

  5. 5
    Get Pre-Approval to Connect

Obtain grid connection pre-approval from your Distribution Network Service Provider (DNSP). This is required before installation in most cases.

  6. 6
    Submit Your Application with Documents

Via the Service Victoria portal: upload income verification (ATO notice of assessment), property documents, and citizenship proof. If opting into the interest-free loan, select it NOW — you cannot add it later. Click "Submit" — do not just save.

  7. 7
Receive Eligibility Confirmation & QR Code

Solar Victoria reviews your application and sends a QR code confirming eligibility. Do NOT install before this step.

  8. 8
    Install Your Solar System

Installation must be completed within 120 days of eligibility approval (or 270 days for homes under construction). Your authorised retailer schedules and manages the installation.

  9. 9
Pay Your Share & Rebate Is Applied

You pay the installer only the difference: total cost minus the rebate (and minus the loan amount if you opted in). The rebate and loan are paid directly to your installer by Solar Victoria.

  10. 10
    Begin Loan Repayments (if applicable)

Monthly repayments of $29.17 (for a $1,400 loan) are automatically debited from your nominated bank account for 4 years, starting 30 days after installation approval. No collateral required.

🚫 Critical Warning: If you install your solar system BEFORE Solar Victoria confirms your eligibility and issues your QR code, you will not receive a rebate. This is the most common reason applications are rejected.

How Victorian Solar Compares as an Investment

Investment Type Typical Return Risk Level Tax Consideration
Solar panels (Victoria, 2026) 15–30% annual ROI on net cost Low Electricity savings are not taxable income
Term deposit 4–5% p.a. Very Low Interest is taxable
ASX shares (index) 8–10% p.a. (historical) Medium Dividends & capital gains taxable
Residential property 5–8% p.a. (approx.) Medium CGT applies on sale
💡 ROI Booster from 1 October 2026: The Victorian Midday Power Saver offers eligible households free electricity from 11am–2pm daily. Combined with rooftop solar and a home battery, Solar Victoria estimates annual savings of up to $1,070–$1,102/year — significantly boosting your system ROI and reducing payback period by 1–2 years.

7. Bonus: Victorian Midday Power Saver from 1 October 2026

A brand-new Victorian Government initiative that amplifies the financial case for going solar — regardless of whether you have panels yet.

The Victorian Midday Power Saver is a state government program that will provide three hours of free electricity every day, between 11am and 2pm, to all Victorian households who opt in. Launching 1 October 2026, it is designed to align household electricity use with peak solar generation periods — benefiting both individual households and the broader grid.

Household Type Estimated Annual Savings Best Strategy
No solar, no battery (shift appliances manually) $149–$300/year Schedule dishwasher, washing machine 11am–2pm
Rooftop solar (no battery) $400–$700/year Self-consume during midday free window; reduce export
Solar + home battery Up to $1,070–$1,102/year Auto-charge battery during free window; use at peak
Solar + EV (home charging) Significant fuel savings Charge EV 11am–2pm using free solar & free grid power
📌 How to Opt In: The Midday Power Saver is not automatic. You must contact your energy retailer and request a Midday Power Saver plan. You will need a smart meter (most Victorian homes already have one). Plans will be available from 1 October 2026. Approximately 2.6 million Victorian households are eligible.
⚠️ Important Caveat: Electricity prices outside the 11am–2pm free window will be slightly higher under Midday Power Saver plans to offset retailer costs. Households that cannot shift usage to the midday window could end up paying more overall. This scheme rewards those who plan ahead — especially solar and battery owners.

8. Battery Rebates in Victoria 2026

The state-level battery rebate has ended — here's what's still available federally, and what it means for Victorian households.

State Battery Program: Closed. Solar Victoria's $8,800 interest-free battery loan closed to new applications in May 2025. As of June 2026, Victoria does not have an active state-level battery rebate or finance program for new installations.

Federal Cheaper Home Batteries Program (Available in All Victorian Postcodes)

The federal government's Cheaper Home Batteries Programs, launched July 2025, applies a point-of-sale discount on eligible battery systems. From 1 May 2026, the first 14 kWh of usable battery capacity receives the full STC multiplier factor of 6.8:

Battery Capacity Approximate Federal Discount Estimated Payback (VIC) Notes
5 kWh ~$1,600 8–12 years Suitable for smaller households
10 kWh ~$3,300 6–10 years Most popular residential size in VIC
13.5 kWh ~$4,400 6–9 years With Midday Power Saver from Oct 2026

The discount is applied directly to your install invoice — you do not need to claim it back. Competitors among retailers (EnergyAustralia, AGL, ENGIE) are also offering feed-in tariffs around 8c/kWh as of mid-2026, further improving battery economics. Joining a Virtual Power Plant (VPP) with your energy retailer can shave another 1–2 years off the payback period.

9. Rental Properties & Apartments

Rental Properties

Landlords can access the Solar Homes Program rebate for eligible rental properties under the same income eligibility criteria (combined income under $210k until 30 June 2026; $150k from 1 July 2026). The income assessed is the owner's/landlord's income. Renters cannot apply directly but benefit from lower electricity bills once solar is installed.

Solar for Apartments

The Solar for Apartments program supports apartment buildings, townhouses, and units where individual rooftop solar is impractical. Owners' corporations and social housing providers can apply for shared solar installations, with rebates of up to $2,800 per household in the building. This program remains active throughout 2026 via the Solar Victoria website.

💡 Renter's Tip: If your landlord is unaware of the Solar Homes rebate, forward them this guide. They can access up to $2,800 in combined rebate and loan value at no income cost to you, while you benefit from reduced power bills.

10. Frequently Asked Questions (FAQ)

The Solar Homes Program is a Victorian Government initiative administered by Solar Victoria offering eligible households rebates of up to $1,400 for rooftop solar panels (PV), up to $1,400 for energy-efficient hot water systems, and the option of a matched $1,400 interest-free loan for solar PV. Running since 2018, the program has issued over 500,000 rebates and loans across Victoria.
The solar PV rebate is up to $1,400 applied directly to your installer's invoice. You can also opt into a matched $1,400 interest-free loan, giving a combined benefit of up to $2,800. Hot water rebates are up to $1,000 for standard products or up to $1,400 for eligible Australian-made products. The federal Small-scale Technology Certificate (STC) scheme can further reduce your cost by $2,000–$5,000 depending on system size.
Currently (until 30 June 2026): combined household taxable income of all property owners must be under $210,000/year. From 1 July 2026, this drops to $150,000/year. If your income falls between $150,000–$210,000, you must submit a complete application (not just saved — fully submitted via Service Victoria) by 5:00 PM on 30 June 2026 to access the current higher threshold. Over 80% of existing Solar Homes customers still qualify under the new $150,000 cap.
No — renters cannot apply directly. Only the property owner/landlord can apply for the rebate on a rental property. The landlord's income is what is assessed against the eligibility threshold. However, if you're a renter, your landlord can apply under the program and you would benefit from the resulting reduction in electricity costs.
Generally, no — a property that has previously received a Solar Homes solar PV, hot water, or battery rebate is not eligible for another rebate at the same address. However, if you previously received a Solar Homes rebate at a different address and have since moved to a new home, you may apply for a rebate at your new address — provided that new address has not previously received these incentives and has not had a solar system installed in the last 10 years.
The interest-free loan matches the solar PV rebate amount — up to $1,400. If you opt in, the loan is processed together with your rebate and paid directly to your solar retailer, reducing your upfront cost. You then repay the loan in automatic monthly instalments of $29.17 over 4 years (for a $1,400 loan), starting 30 days after your installation is approved. No collateral is required. Important from 1 May 2026: You must select the loan at the time of application — it cannot be added after submission.
Processing times vary depending on rebate availability and application volume. Once you submit your complete application via the Service Victoria portal, Solar Victoria reviews your eligibility and issues a QR code confirming approval. You should not book installation until you have this QR code. After approval, you have 120 days to have your system installed (or 270 days if your home is under construction). More rebates are released each month, so if none are currently available, you may need to wait for the next release.
You will not receive a rebate. This is one of the most important rules of the program. Installation must take place after Solar Victoria confirms your eligibility and issues your QR code. This applies even if your income and property clearly qualify — proceeding without prior approval forfeits the rebate entirely.
Solar Victoria's state-level $8,800 interest-free battery loan closed in May 2025 and has not been replaced. However, Victorian households can access the federal Cheaper Home Batteries Program (launched July 2025), which provides approximately $3,300 off a typical 10 kWh battery system as a point-of-sale discount. This federal rebate is not means-tested and applies in all Victorian postcodes.
The Victorian Midday Power Saver is a government initiative launching 1 October 2026 that gives all Victorian households access to free electricity between 11am and 2pm daily. It is available to approximately 2.6 million households who opt in through their energy retailer. Households with solar save $400–$700/year; those with solar + battery can save up to $1,102/year. Note: electricity tariffs outside the free window will be slightly higher, so the scheme rewards households that can shift their usage to the midday period.
The Victorian Government has announced that from 1 January 2027, all new homes must be built all-electric (no new gas connections). From 1 March 2027, existing homes must upgrade gas hot water systems to efficient electric alternatives (such as heat pumps) as they reach end-of-life. This makes the Solar Homes hot water rebate especially valuable now — installing a heat pump hot water system before these mandates takes effect means accessing the rebate while also future-proofing your home.
Typical documents required include: (1) ATO Notice of Assessment for the most recent financial year for all property owners; (2) Proof of property ownership (e.g. council rates notice or title documents); (3) Proof of Australian citizenship or permanent residency (names must match across documents); (4) The quote uploaded by your authorised solar retailer. Full requirements are confirmed in the Service Victoria customer portal when you begin your application.
