1. What Is the Solar Homes Program Victoria?
Australia's most active state solar incentive, running since 2018 and now with over 500,000 rebates and loans approved.
The Solar Homes Program is a Victorian Government initiative delivered by Solar Victoria — the state's dedicated solar authority under the Department of Energy, Environment and Climate Action. It is part of Victoria's $1.3 billion commitment to accelerating household clean-energy uptake.

4. Full Eligibility Requirements
You must satisfy ALL criteria below. Check each item before starting your application.
✅ Solar PV Rebate — Eligibility Checklist
- You are the owner-occupier of an existing property, or the owner of a home currently under construction where the system will be installed.
- Combined household taxable income of all owners is less than $210,000/year (currently) — drops to $150,000/year from 1 July 2026.
- The property value is under $3 million (for existing homes, or when construction is complete).
- The property address has NOT previously received a solar PV rebate or solar battery rebate under this program.
- The property address has NOT had a solar PV system installed in the last 10 years.
- You use only an authorised Solar Victoria retailer and install only products on the eligible product list.
- You apply for and receive pre-approval BEFORE installation — installing before approval means forfeiting the rebate.
✅ Hot Water Rebate — Additional / Different Requirements
- You are the owner-occupier of the property (not available for properties under construction — apply once complete).
- Same income criteria as the PV rebate — under $210k now, under $150k from 1 July 2026.
- The property has not previously received a hot water rebate or solar battery rebate under this program.
- The existing hot water system being replaced is at least 3 years old (from its date of purchase).
- Emergency exception: If your hot water system breaks down or is unsafe, you may install first and prove eligibility immediately after.

- Your combined household income exceeds $210,000 (or $150,000 after 1 July 2026) — unless you have a Solstice Energy exemption.
- Your property is valued at $3 million or more.
- Your property has previously received a solar PV, hot water, or battery rebate under the Solar Homes Program.
- A solar PV system has been installed at your property address within the last 10 years.
- You are a renter applying directly (only landlords/property owners can apply for rental property rebates).

5. Step-by-Step Application Process
Follow these steps in order. Deviating — especially installing before eligibility approval — will disqualify you from the rebate.

Read Solar Victoria's Solar Panel (PV) Buyers Guide. Decide on system size (most households choose 6.6 kW). Consider whether you want to pair with battery storage.

2Find an Authorised Solar Retailer
Only Solar Victoria-authorised retailers are eligible. Search the list at solar.vic.gov.au/find-authorised-retailer. Get at least 3 quotes to compare.

3Select an Eligible System
Choose products from Solar Victoria's approved product list. Your retailer will help identify qualifying panels, inverters, and components.

4Receive & Review Written Quote
Your retailer uploads the detailed quote directly into the Solar Victoria portal. You receive an email confirmation when it's ready for review.

5Get Pre-Approval to Connect
Obtain grid connection pre-approval from your Distribution Network Service Provider (DNSP). This is required before installation in most cases.

6Submit Your Application with Documents
Via the Service Victoria portal: upload income verification (ATO notice of assessment), property documents, and citizenship proof. If opting into the interest-free loan, select it NOW — you cannot add it later. Click "Submit" — do not just save.

Solar Victoria reviews your application and sends a QR code confirming eligibility. Do NOT install before this step.

Monthly repayments of $29.17 (for a $1,400 loan) are automatically debited from your nominated bank account for 4 years, starting 30 days after installation approval. No collateral required.

Federal Cheaper Home Batteries Program (Available in All Victorian Postcodes)
The federal government's Cheaper Home Batteries Programs, launched July 2025, applies a point-of-sale discount on eligible battery systems. From 1 May 2026, the first 14 kWh of usable battery capacity receives the full STC multiplier factor of 6.8:

Rental Properties
Landlords can access the Solar Homes Program rebate for eligible rental properties under the same income eligibility criteria (combined income under $210k until 30 June 2026; $150k from 1 July 2026). The income assessed is the owner's/landlord's income. Renters cannot apply directly but benefit from lower electricity bills once solar is installed.
Solar for Apartments
The Solar for Apartments program supports apartment buildings, townhouses, and units where individual rooftop solar is impractical. Owners' corporations and social housing providers can apply for shared solar installations, with rebates of up to $2,800 per household in the building.
